1. The Student Aid Committee will consist of the Congregational President, the Pastor (x-officiate), and one member from the Board of Education and one member from the Board of Elders. The representatives from the Board of Education and the Board of Elders will be elected by those boards in their January meetings and report the results back at the subsequent Church Council Meeting. The Student Aid Committee will elect a chairman and a Secretary at a meeting in February for a term of twelve months.
2. Financial aid applications will be accepted for expenses associated with attending an ELS/WELS Lutheran School and financial aid will be decided by the SAC, all other applications will be presented to the Voter’s Assembly with a recommendation from the SAC and copies of the original application. The Student Aid Committee will have the authority to disperse funds for ELS/WELS schools without the specific approval of the Voter’s Assembly Meeting as long as they stay within the stated guidelines. The Student Aid Committee will insure that an accounting of expenditures will be given at each Voter’s Assembly Meeting.
3. An applicant for student aid must be any baptized and confirmed active member (student or parent/guardian) of Reformation Lutheran Church (at least one year prior to receiving financial aid) and must attend worship service at an ELS/WELS at least 50% of the time during the year and participate in Communion and Sunday School regularly. Special exceptions may be considered by the Student Aid Committee, but would need to be approved by the Voter’s Assembly.
4. Any recipient of financial aid will make every effort to give generously of their talents and resources to the support of Reformation Lutheran Church, Hillsboro OR.
5. All financial aid recipients must conduct themselves in a Christian manner while at school and comply with all rules of the institution.
6. Financial Aid recipients will provide to the Student Aid Committee an unofficial transcript every quarter/semester. Recipients must maintain a minimum of 2.5 grade average. The transcripts will be reviewed and documented in the meeting minutes by the Student Aid Committee twice per year and prior to distribution of any additional funds.
7. The Student Aid Committee will develop application forms for ELS/WELS Lutheran School attendance and other education. All applicants must apply for federal, state and educational institution assistance and provide an accounting of all loans, scholarships, financial assistance, transcripts and economic need in writing to the Student Aid Committee with the application.
8. Upon receiving all required paperwork and interviewing the applicant (if necessary) the Student Aid Committee will respond in writing to the applicant within 30 days for ELS/WELS school applications. This response is the responsibility of the Secretary of the Student Aid Committee. Requests for other education will be noted in the minutes of the subsequent Voter’s Assembly Meeting.
9. The Student Aid Committee Secretary will keep minutes of all meetings and a spreadsheet detailing the aid dispensed throughout the academic year (Aug-July).
10. The Student Aid fund will consist of funds received from the rental of the school building during that academic year (Aug-July).
11. The amount dispersed for Student Aid may not exceed the expected income to be received from the school building rental in that academic year less any other expenditure, both actual and predicted (e.g. school building repairs/maintenance, possible future Reformation school expenses etc.) (example $60,000 received from rent less $20,000 repair to building = maximum of $40,000 per year).
12. The maximum financial assistance to be given in any academic year (Aug-July) for any single student shall not exceed the income from one months rent of the school building in that academic year..
